Born in Leeds, Sally was a probationer in the London Fire Brigade when she was posted to Blackwall during series 11. She had a criminal conviction for joyriding, which would come back to haunt her. She immediately earned Sub Officer Geoff Pearce's wrath by arriving late on her first day. Sicknote suggested that she be nicknamed Gracie, after the actress Gracie Fields. Sally lived with her friend Yvonne, who had also tried to join the Brigade but was rejected, which caused friction between them. Yvonne caused Sally problems by interfering in her relationships and sleeping with Temporary Station Officer Chris Hammond.
For a time Sally was romantically involved with Dan Barratt. Joe Walker was also interested in her, and Sally ultimately chose Joe. By the start of series 12 Sally and Joe appeared to be at odds with each other, although this was just a cover for them being in a relationship. However, they broke it off when they realised it would be impossible to work together. Joe proposed to Sally and after giving it a lot of thought she finally accepted while on a shout at a Chinese warehouse. However, moments later a huge explosion ripped through the building, killing Joe and Sicknote instantly.
Sally was devastated by Joe's death and was angry that DO Griggs was not punished for his orders that night. She was consoled by Sean Bateman, Red Watch's Watch Commander. One night Bateman wormed his way into her flat and forced himself upon Sally. The next day she broke down and confessed all to Pearce, who got Griggs and John Coleman involved. Coleman and Griggs were sympathetic to Sally but the police dropped the charges against Bateman due to insufficient evidence. Bateman later attacked Sally in the locker rooms but was seen by Coleman and Pitbull, who had Bateman arrested.
When George Green faced being thrown out of the Brigade due to being overweight, Sally took it upon herself to get him back into shape. She also performed a rendition of The Rose at Pearce's wedding. In series 14 Sally and Station Officer Mick Callaghan were mutually attracted but nothing came of it. She was also attracted to Frank Mooney and they slept together. Sally realised that she was pregnant with Frank's child. When Frank came clean about his criminal past she vowed to have an abortion although he appeared to win her round again by performing Eternal Flame karaoke at the pub.
